Years ago, a bank branch’s morning calm dissolved into terror when robbers entered with guns, zip-tied employees, and held them hostage for hours on end. During a subsequent investigation into the incident, it was determined that the robbers had observed and exploited the bank’s “all clear” opening process–a protocol instated by the 1968 Bank Protection Act

The law requires two employees to arrive at the bank each morning. One employee enters to assess potential security threats and then signals to the other—using a window shade or another visual indicator—that it is safe to enter. This outdated process–which is still standard for banks and credit unions today–was easily exploited in this robbery and many others like it. 

Kevin Mullins, the bank’s CEO at the time, witnessed the fallout of the robbery, which was so traumatizing for the employees involved that it led to several resignations. “I remember thinking: we’re trusting human life to paper signs and window shades,” he recalls. The events of that day ignited a new mission for Kevin: to revolutionize public safety by leveraging technology solutions capable of handling sophisticated modern threats. 

Today, Kevin has realized this mission at SaferMobility, where he serves as CEO. SaferMobility’s mobile safety and next-gen 911 platform protects universities, banks, and retailers with cutting-edge digital security tools. More broadly, he’s become an advisor and investor in some of the world’s leading public safety tech companies, positioning himself as a Warren Buffett-type figure in his industry.

From Securing Vaults to Securing Lives 

Mullins spent over two decades in banking, rising to CEO and board-level roles, where he honed a sharp eye for inefficiencies and gaps in processes. Following the robbery at his bank’s branch, Mullins became determined to eliminate vulnerable protocols. He founded All Clear Systems, which automated the Bank Protection Act’s mandated dual-employee opening and closing procedure. The solution used secure hardware and encrypted digital confirmations to replace outdated manual signals. 

Within five years, thousands of bank branches nationwide adopted the system, setting a new standard for security.

But Mullins saw beyond banks. Public safety—across campuses, cities, and corporations—demanded smarter solutions, and Mullins’ next ventures would further that vision.

Rewiring Safety in Law Enforcement 

In 2015, Mullins set out on his next venture, launching Intrensic, a body-worn camera and digital evidence platform for law enforcement agencies. A strategic partnership with GoPro, Intrensic delivered lightweight, high-definition wearable body cameras that replaced their clunky, first-generation predecessors. Integrated with an AI-driven evidence platform, Intrensic became the first company in the space to deploy machine learning to auto-summarize video and audio footage, allowing agencies to quickly identify relevant moments and drastically reduce evidence review time. This boosted transparency and efficiency for law enforcement, addressing a critical need as police departments grappled with a growing number of videos to analyze.

After finding success in evidence collection software, Mullins tackled evidence integrity with this next project. As the co-founder of QuadScore, Mullins teamed up with a group of former Microsoft engineers to build the first public safety solution in the U.S. to implement blockchain-based encryption to create tamper-proof video records. The platform enabled agencies to hash each video frame with a unique identifier, ensuring that once the footage was captured, it could not be altered, thereby ensuring an immutable chain of custody. Acquired just 18 months after its launch, QuadScore’s use of blockchain to secure evidentiary video set a precedent that is now emulated across the sector.

In 2022, Mullins joined WRAP Technologies–makers of the non-lethal compliance tool BolaWrap– as president, and later stepped into the role of CEO. Facing a challenging market and a low stock price, he restructured operations and rebuilt stakeholder trust, driving shares up by nearly five times their original price by late 2023. In 2024, he transitioned from WRAP, returning to his roots in app-based public safety tech. 

SaferMobility: A Vision Realized

In his current role at SaferMobility, Mullins has extended his expertise in public safety to various high-risk sectors. The company’s mobile safety app is a comprehensive crisis response and prevention platform utilized in banking, university, and retail settings.

On college campuses, the app’s geo-fencing technology helps facilitate the proper dispatching of 911 calls. It allows campus police to use GPS to track a student’s location instantly without running the risk of faulty cell tower triangulation during an emergency. 

For retailers and financial institutions, the SaferMobility app facilitates secure opening and closing procedures, real-time surveillance and alerts, access to live call centers for step-by-step emergency advice from trained professionals, and robust Emergency Notification Systems (ENS) for employees. 

Under Mullins’ leadership, SaferMobility’s revenue surged 40% in 2024.  

Guiding the Future of Public Safety Tech

Beyond SaferMobility, Mullins has become a linchpin in public safety tech, advising and investing in a portfolio of cutting-edge companies reshaping how communities stay secure. Still, despite his various successes, Mullins remains laser-focused on the end result of his efforts: “It’s never been about the title or the dollar figures,” he says. “It’s about impact.
